Okay so here is my GWF. He is Sentinel but he (sadly) did not take the Intimidation feat. (I don't think it would really matter in his case anyway, because he has so little power.)
The enchants are all rank 5. 4xRadiant rank 5 in defensive slots and 2xDark, 2xRadiant and 1xAzure Rank 5 in offensive slots. Armor enchant is lesser soulforged.
As you can see, his gear sucks. But he also has almost no AD to upgrade gear. Maybe 150k tops.
So clearly this GWF is very bad at PVP. He's actually very bad at PVE too since he's Sentinel and not Destroyer. So farming PVE to get gear isn't much of an option either.
Is it possible for this GWF to ever get PVP-ready? I am not talking about competing at high-level PVP. He doesn't even want to compete at that high level anyway. I am just talking about going into a random match and actually having a positive kill/death ratio. Right now, he gets maybe 1 or 2 kills (and 10+ deaths) in a domination match, and zero kills in a GG match. Right now he dies to pretty much everyone, SWs and DCs included.
And if it is possible, what is the most economical way to build up his gear? I am thinking maybe going for 2/2 Heroic Duelist/Purified BI (since there is no way he is going to get the BI bracers either since he sucks for PVE too).
If you say it's not possible then I will just turn him into a prayerbot and just leave it at that.

You're probably reluctant to reinforce gear you're looking at replacing, but that jumps out at me as something that would be a quick improvement you've not done. I use the mid-grade kits, not the top ones, and I make them myself because I levelled up crafting and have all the stuff anyway. Mailsmithing for power. Platesmithing for HPs.
I'd say looking at ways of building up your HPs is key. Also some kind of weapon enchant... I like Bronzewood on my sent, though honestly, I just stay out of PvP right now.

1. you can do dailies and get pretty easy 25k ad per day so in 3 days you;ll have enough to respec and get Intimidation.Leadership is a rly good and fast way to get there as well

fast runner is a rly good replacement for steely defense in heroic feats part: It will give you more mobility and sometime that can be more important. Depends on your playstyle.
Passives: bravery/weapon master
Encounters for low power: Cagi/frontline surge/IBS
at-wills: Sure Strike/Threatening Rush
Daily: Savage Advance offensive and Avalanche defensive
As for playstyle just do your rotation of encounters and hide, recharge encounters... dont brawl with people stronger than you.
2. do daily dungeon in dreadring as it is a rly good place where you can get ad, a blue mark of power can get you 100k ad and a purple one can give you some ad as well. Also try to do more GG pvp on delzoun side and iwd pvp.
3. Your tenacity is rly low, you would better use some blues till you can get the full grim set. Grim instigator is a rly good choice for an intimidation build, mind to get rings/neck and belt with deflect.
4.Try to do more GG pvp on delzoun side and Iwd pvp as they;ll give you access to a rings, the best rings for you. It will take a bit but not that long once you get the hang of it, try not to go solo in IWD.
5.Cleric artifact is pretty important for gwf as savage advance is the only prone it has.
6. You need to have a bit of patience at first, most important is to get experience with gwf as it is not an easy class to play naked. Focus on defensive stats at first and improve your position in a fight:
-Get a bronzewood enchant, is perfect as a first enchant and a lesser soulforge
-Start with deflect stat and get it to 1200-1400(high end target is 2500 for that), put hp after, stay away from regen/lifesteal as it will give you nothing without high hp/dmg.
-First offensive stat to work with is arpen as it scales rly well to 2k, anywhere between 1.5-2.5 is good if you can make it

at 3k-4k power you are looking aprox for 1500 (90% crit severity) crit rating

Short answer: no.
And I am not surprised by your kill/death ratio, it's nothing unusual for a gwf.
But your philosophy is the right one: keep it cheap, don't spend a penny.
Most pvp is unbalanced anyway. With your PUG you'll be facing 1k bots, you'll be facing all-legendary premades from dedicated pvp guilds, so your own build/gear/skills won't matter that much.
Your set is ok. Heroic Duelist used to be considered BiS together with tenacity jewelry.
For your shirt and trousers you can farm the pvp campaign, one of the rewards is a shirt/trousers purple set.
You can also start to farm the pvp to get glory and triumph seals, in mod5 a new ("Drow") pvp set is coming.
For your primary artifact you can get the 24k glory one, Raven skull. Its bonus is more useful than the weak heal of your Waters one.
For GG I doubt there is much hope of a cheap way to improve the results. It's all about being über-geared and/or having a fast mount and/or playing a class with natural range/stealth/tankiness/burst, and the gwf has none.
Best choice. Dust bunny invoking alt, this is the way of all gwfs. SW, CW, TR, HR are fun for pvp. Even GF if you like pinball. But gwf is not fun. That is, even if it was an efficient or even OP class, it has zero funny mechanism.
No efforts = No PVP ready

Always knew you were one of these people who wish they could PVP, but they can't, they're better at killing brainless PVE NPC'S, and instead of improving in PVP, they bash the entire game-mode. lol
I have three level 60s - a CW, a GWF and a DC. My CW is my main and will always be my main. I really enjoy it. I only got the GWF and DC to lvl 60 for the class artifacts.
For a long while this GWF was just a prayerbot/leadership alt. Only recently did I think I might do something useful with him. I wasn't terribly interested in PVE with him since I already do PVE with my CW and DC. So I thought I would give PVP a shot with him.
Plus, even though I generally loathe PVP and particularly the "PVP culture" consisting mainly of humiliation and insults (which you so aptly demonstrate), I at least want to try to keep an open mind about it, if for no other reason that I want to have first hand knowledge about some of the issues that people complain about on the forums.
His first few domination matches actually didn't go so badly, even though at that point he had even worse gear than this. It inspired me to go a little bit further with him in PVP. Surprisingly he even got up to about page 400 of the leaderboard. Now of course I know it was because the matchmaking paired me up against some really bad teams, not that I had any decent skill or gear.
But as I played more matches, I kept getting paired up against better teams, to the point where I wasn't of any use at all on the team. And because I don't really know the good PVP gear options for those on a budget, and because I'm not willing to plunk down a lot of AD on this, that is what led to this post.
Do I wish I was some uber l33t PVPer? No, not really. Because, as I have observed, to be a "l33t PVPer" requires a certain level of d-baggery that I just am not willing to entertain. I feel bad if I am on a team that is roflstomping the other team. I don't think your typical "l33t PVPer" feels bad or sympathy for the other team in that case. Just today, I was in IWD trying to do the PVP dailies and this one particular HR wouldn't leave me alone to do the dailies. We both knew that I was totally undergeared for a 1v1. I asked if he would just leave me alone to do dailies. He said no and proceeded to kill me, while laughing and calling me "****". That is absolutely not me. Had the roles been reversed, I would have totally let him alone to do dailies. Because it's not fun to stomp people. But this HR apparently got his jollies off of stomping "n00bs". I don't want to humiliate people. But humiliating people seems to be at the core of the "hardcore PVP" mindset.
I think I will get this guy to a place where he can stay at about page 400-ish of the leaderboard and just call it a day.

Started gear:
T1-PVP gear Heroic Duelist (Good 4-bonus set, better than grym and profound IMO), requires no seals of triumph.
Neck -> Dominator's Cloak, or smitting battlescarred one (With power+regen)
Rings -> Greater Rings of Health
Belt -> Demolitionist's Belt.
There, you can hold your own now.
My advice would be to find the newest best build in mod5 since build is a huge difference and get the ice set if you can, or the best runner up set and get decent lvl enchantments with as many boons as you can. You wont be a 20k BIS player but you will be able to play pvp at a decent lvl and win some/lose some
But like anything else, it will take time and dedication to get him to be ready man so it's up to you to think if it's worth it or not.
