Cannot advance in IceWind Dale campaign.

A friend of mine is experiencing this issue, I'm posting this for him.
When he takes the quest "Safe Keeping" from Bowen in Icewind Dale. And opens up his journal, the quest is there, but when he looks under his mini-map (Where the quest list is) there is nothing. Even when he does collect black ice and does 1 heroic encounter, the quest does not register.
It seems to be bugged only for him? Because it works for me.
Help please, it's been 4 days that he's been experiencing this, and it's preventing him from advanding in the campaign.

He tried everything.
- Dropping quests
- Going back and forth from Protector's Enclave to Icewind Dale.
- Switching factions
- Dropped every single quest
- Restarted the game
- Even turned off his computer.
etc etc. This happened after the latest patch.
tell him to do it.
He just did it today.
Still doesn't work.
Can we get a dev to reply to this?
It might also require making a Kessel key. I think Vasdamas had the same issue and did both those unlocks and then it was resolved.
