Advice regarding AD investment

Hello people I will get straight to the point.
I have accumulated enough ADs to afford either perfect vorpal or the intelligence artifact belt but I am not sure which item is more beneficial in the long run and I dont want to blow all my spendings out of the window.

I am a cw who spends about 50% of his time in pug domination and generally wants to go for pvp.
My initial dice setup was renegade oriented (18int, 18char, 12 wis), so I can naturally boost my crit chance beyond a cw with same gs.

I have the following questions :
Which item would u generally recommend more? ( I personally tend to go for the vorpal. Since they release new armor types very frequently, the belt doesn't feel like a safe "investment")
I heard the rumor the maximal crit severity for pvp was limited, is it true? (This is the only concern I have with vorpal.)

    I can't offer a definitive answer, but consider that the enchantment won't bind. You'd have the option to sell it at a later date, and it's something you can use on multiple characters.

    Also, the enchant is ready to use right away. The belt is a long process to refine up.

    I concur with this and it's definitely the better ROI (Return on Investment) - but mostly: you're not locked-in; no character or account binding.

    Perfect Vorpal.

    In addition to it not being bound and being immediately usable it also provides far more of a damage boost than any and every belt. The belt is something to work on once you've gotten the rest of your character fitted out the way you want.

    Yes I also believe vorpal has a much higher impact. Last question to clean up all doubts : is there any maximum upper gap for crit severity in pvp ?

    Look at most of the top PVP CWs, most of them are wearing CON belts instead of INT belts. There might be a good reason for that.

    I would definitely recommend enchantments for this same reason
