Remnants of the Pass quest - where do I get this?

I need this quest for the Tyranny of Dragon campaign, but I cannot find any links for it. Can someone please tell me where I can find this.

It is one of two dailies that can spawn from the Ebon Downs questgiver.

If you do not go collect these rotating quests on the same day that you pick up your Common Cause, there is a very good chance that the other quest will be on offer instead.

Near the place where the dragon spawns. Kinda hard to miss.
