There seems to be a controversy about dragon timers. Some are in one campfire that think too many people joining a Dragon Heroic Encounter reduces the amount or quality of rewards one receives at the end of battle. Once, I joined a Dragon Encounter, a bunch of people joined too, dragon shows up, lots of pew, pew, whack, whack, zing, pow, zap going on -except me. Never fired a shot – just dodged aoe damage until the dragon was killed. I still got a few Dragon Coins and a Draconic Enchantment. If there were fewer people, would I have had a better reward? I feel I’m the Charlie Brown of loot drops. After participating in dozens of these encounters, I don’t think I ever received a dragon bone or even a coupon to Boo’s cosmic restaurant.

There is a lot of RNG involved. My husband got a dragon bone in a bugged encounter where he did nothing but interact with lightning jars because he couldn't target. I got draconic boots on a TR in one where I was afk and got back when it was at about 1/4 health.
Fewer people increase chances of scoring "great success" but you don't always need "great success" to get great rewards... that's the RNG part.
