Lets say a player has a load of Zen in another game that they don't play anymore but they want some of the goodies in Neverwinter.
Now it's not possible to transfer the Zen around (which is not the point I'm getting at here) but would it be okay to swap items in one game for a similar value of items in another game?
e.g. Player A has 10k Zen in Champions and almost none in Neverwinter. Player B has 5k Zen in Neverwinter and none in Champions. Could Player A buy some items from the Champions Zen store and give them to Player B in exchange for player B buying some items from the Neverwinter store and giving them to player A without either of them getting into trouble?

I don't think there is any rule against "gifting" items, but that's it. Trading is not coded or regulated. If you buy item X and gift it to player A, and he doesn't do the same for you on the other game, there is nothing you can do about it.
Sadly, even though PW is getting the money no matter what you can't use Zen across multiple games, or drop it into a PW level wallet and trickle into whichever game you need it in as you need it. Sadly for us, that is...not sadly for PW because they get more money from us this way.

Actually I'd argue that assumption. I think that the ability to transfer points from game to game would encourage more people to play and thus spend on the other game. I doubt Cryptic/PWE have bothered to analyse their options though, I'm pretty sure they just up and decided that this is the way it's going to be.
Shame really, I'll spend a lot less on Neverwinter because of this.

Cryptic used to let you purchase points and then determine which game it would go to. PWE killed that with the transition to Zen. I know a lot of former STO players that have huge balances of Zen from their lifetime subscriptions that they would love to use in NW, but the destabilizing effect this would have on the NW economy can't really be understated. People suddenly having 10,000 Zen would wipe out the market for normal players.

I am able to purchase Zen in quantity and transfer it into Neverwinter as needed (I do this to take advantage of occasional transfer promotions).
Edit: I'm not sure about the link I use for that. The one I had in here didn't look right.
I think buying through the ARC client automatically deposits your entire purchase into the game.

The stipend from LTS in STO was always bound to STO. That didn't change with the merger.
