In true Dungeons and Dragons Fighters can take a feat to allow them to dual wield. At least that was the case in 3rd edition. In 2nd edition it was something you could put points into at character creation.

Of course in real combat dual wield is not the way to go. All things equal in one on one close combat it is always two hander > sword and shield > dual wield > single one handed weapon. Of course action movies cause many to assume otherwise (much like turning your pistol side ways to fire and other such silly stuff).
