Cannot Upgrade Draconic Enchants?

I was trying to upgrade one of my Draconic Enchants this evening and found that I could not. I have everything I'm supposed to have, but the Upgrade button stays Greyed Out.
Am I missing something?
Is there now a hidden requirement?
Are they Broken now?
I tried a Forum Search already, so either it was not mentioned or I just could not figure out the proper Search Terms.

    Yup! Broken. I can not upgrade anything and i was making some vorps for presents!

    Check the bug report forum, there are some threads about it over there. Short answer, log out completely and restart your client. That fixed it for me.

    Also, you need to relog for EVERY enchant window you open. Not just once per session.

    In the refinement window, left click "Items to Refine >" on the top left and choose to empty the slot. Then drag that same enchantment or artifact back into the slot for the Item to Refine.
