Why/How Are There Even Bots?

I come from 9.5 years of City of Heroes. Yes, there were people who would come in-game and send random /tells to people offering Real Money Transactions for in-game currency. But they weren't bots. You see, Bots were not possible in City of Heroes, at all. You had to create an account, you had to level that account to L10, and then you had to sit there and send /tells to people by hand.

What I don't understand is, if CoH prevented Bots from even existing in the game, why can't other games (Neverwinter in particular) do this as well? I have *no idea* how Bots even work, so I don't understand why one game could utterly prevent them, yet other games can't. Can anyone enlighten me?

And I don't just mean "Bots weren't allowed" in City, since obviously NW doesn't allow them either. They were literally impossible in City of Heroes. A game older than WoW, by the way. So.. why can't they just be "impossible" everywhere?

I'm just utterly sick of randomname01 through randomname500 sending spam in both Zone and /tell chat with VV VV VV someurlhere .c0m spam. *stabbity stab*
