So I know the Rage of the Dragons is coming, even though it hasn't been revealed to my character, but how believable a scenario is it when the Harpers are working together with among others, the Zhentarim? Is this in the lore anywhere, or in the books? Am I the only one who is surprised and baffled?

Yes, Eldarth has it correct. Also, at some point Harper Windle says (Paraphrasing) "These five groups working together should pretty much be impossible, but we decided that are squabbles can be put aside until the greater threat of the cult is dealt with".
Neverwinter players are stubborn things....until you strip them down to bone. (Cursed players, my flowers, MINE!) Oh how I plotted their demise.

The Zhents were largely crippled in the 4.0 rewrite of the Realms, with their main power bases (Citadel of the Raven, Zhentil Keep) razed by the Netherese. We have yet to see how 5.0 will recast them, but remember that a large part of their power comes from their activities as a trade cartel, rather than as an oppressive cult of Bane. Given that Tiamat is apparently now free of Bane's control, it can be assumed that the Tyrant's influence over Toril has been much reduced.

Quite believable once you read the lore behind it and what set it in motion.
They can work with others as long as the outcome is beneficial to them, as the two Zhentarim agents (in PE and Whispering Cavern) has addressed in the dialogues.
Btw, I felt that the voices of the two agents are too gentile, soft and friendly. They doesn't sound like evil people's manner of speak.

I could be wrong, but I think the Zhentarim are usually rather subtle, and would try to sound nice if possible, especially in a place like Protector's Enclave.
