I am new back to the game so wasn't here when WK released, was it op and nerfed or was it always terrible and just completely ignored? It's baffling to me that this cornerstone of a whole paragon path is not looked at, as it would open up so many options by fixing this one encounter. Especially with all the perma hate going around for what, 8 month's-1yr now?

When WK launched, the power was mis-flagged as an at-will (just the tooltip, not where it slotted) and had no cooldown, which allowed for doing cool ninja-y stuff with queuing powers. Since the damage is low, VP was treated as a utility skill by anyone using it. The CC break didn't work. Most players still pooh-poohed the WK due to the lack of ITC and lower damage output.
After a while, VP was patched so that it was correctly flagged as an encounter. The 0 cooldown was not addressed at that time, so evne people who had previously been thinking it must be a bug ran with it and built around it.
Months later, VP was given a ridiculously long cooldown.
Issues with VP like the clunky activation and the way it constantly tries to target your allies ("is not a valid target") have been in place since day one, but were worth working around when it allowed unlimited gap-closing in PvP and a flashy in-and-out PvE style.
Devotees still try to make it work, but the long cooldown is an impairment.
Before it was better, it didn't had a CD, which is weird for an encounter power, but considering it never did much damage then it wasn't so OP. Now it's mostly useless, although I'm sure some people in the TR forums could give you better tips on it.
It was never brilliant- it was marginal at best. Now, with the large cooldown, it's just not worth it. It's a shame, DH is big fun, but the rest of WK just makes me a sad kitten.
It was worse in its first iteration on preview. Most TR's tried it/WK and concluded it is inferior. A real shame as almost all of them were looking forward to WK when it was announced.
I think the current plan is to nerf MI path enough till it is comparable to WK instead of buffing WK.
