Still haven't got mine and its well over 72 hours. Just seeing if everyone else is having issues.

It's not even 24 hours since the promo window ended, and while I know that's not what the blog post said... I hate to break it to you but accurate blog posts are not something where they've got a terrific track record here.

I'd give it another 26 hours as of this writing before breaking out the pitchforks. Why so specific? Because that's they day they said they'd deliver the prizes, and their standardized event start/end time.

IRT your original question - no. I bought respecs on sale for two characters who have not started IWD and both have a balance of 0 black ice (per stated terms, I only expect to get any at all on one of them).
