It's outrageous the way Cryptic does things . We may be a small part of the community but we are forced to not being able to sell pvp items and when we finally get the chance of selling Banner caches the artifact seller bugs out and we get the mssg that we need to already have a banner attained from a cache to manage to obtain a banner via the glory buyout option .We are also forced to make new toons and pve via all the campaigns up to 3d boon to access our class artifacts .We are not part of the pve community . Remove those limitations for god's sake .

It stems from ambiguous wording:
On the Banner Cache it states:
This cache contains a Tactician's Banner.After purchasing this pack you may purchase new copies of this artifact for 40,000 Glory. For more information on this artifact, visit the Artifact Collections Page.
and underneath the banner in the shop it says:
You must have claimed a Tactician's Banner to purchase additional copies of it.
When you line these up, it says that you can't claim the Tactician's Banner EVER due to claiming the cache and opening it for the banner.
This led a lot of people to believe that the Banner Cache was a feature to enable competitiveness.
i.e you mail the cache to your alt who then has a copy of the banner or you sell it on auction to people that wanted the banner for PvP without the grind through the campaign, who would in turn sell theirs when the milestones naturally fall into place.
It makes no sense to need to open the banner cache for Vanguard, only to buy additional copies of the Vanguard Banner to upgrade it when the BCS does the same application of refinement points for 16k less glory.
You're not supposed to be able to sell them. As of tomorrow, they will be BoP as intended.
Can you explain the purpose of the Vanguard Banner replacements to us?

I got all 3 and sold them . Why shouldn't i be able to buy one with 40 k glory ?

Because you sold them. Even though it was an unintended exploit, you were able to do so. Not having them any more is the consequence of selling them. Being able to both sell and claim them would make no sense, even if they were intended to be non-BoP.
One question on the replacements. They say they bind on pick up, any idea if that is bind to character or account? Looking to buy one for a second character and would hate to spend 40k glory to bind a second one to the same character.
