I would surmise either a) high level enchantments you don't need or use or b) sapphires, or even c) enchantment shards you don't want. That's just what I can think of at the top of my head. But it won't come cheap or easy. After all, it's legendary for a reason.

Might sound obvious, but....take whatever you used to get it to epic level and use lots more of it.

If you have the AD, buy the cheapest artifact for that type, refine it to 59, and use that to feed the artifact you wanna upgrade.

    And always, pray for crit.

. . . It's taking a while, but I am very patient and don't mind, but I feed all my rank 1, 2, and 3 runes and enchantments as well as all the refining stones I get into my artifacts. When I get more than one stack of rank 4's, I go on a feeding spree with them too. I save my R5's+ though. I also feed my Weapon and Armor enchants that I don't plan on using, like Elven Battle and such. When I get quite a few Union, Stability, or Power stones, I feed those into their respective artifacts as well for you get extra RPs if you feed them them into the same type of Artifact.

Rank 5 enchants are the most economical way to rank up your Artifacts. Other than the afore mentioned method of ranking up another artifact of the same type, but you would rank that one up with 5's as well so.

^Don't follow this advice if you want cost efficiency. Anything above rank 5 gets less efficient in rp to use even excluding the mark cost to upgrade which will affect it a lot. Flawless sapphires are also rubbish rp/ad, same goes with blood rubies.

I could give you somewhat some advice but I haven't checked post mod 3 due to high costs and don't really want to advertise a way that would make the situation worse.

    Well...

You can do the math to figure which has the best AD/refinement point value.

I upgraded many of mine when rank 5's were in the 50k range for a stack of 99. (or about 1 AD for 1 refinement point)

Now, unfortunately people are middle manning the rank 5 stacks and they sell for about 2.5 AD per refinement points (120-145k per stack of 99)
This puts them in about the same range as perdot, which is still inferior because it takes longer with perdot (more clicks).

Aquamarine and rank 6's are in the 3ish range of AD per refinement points last time I checked.
Everything else if considerably more, unless there are things I haven't considered.

Me, I'm waiting a bit and hoping the price of rank 5's drops to the point where it's clearly cheaper again (75-80k per stack)
Mostly because I hate rewarding people who try to corner the whole market, like the rank 5 middlemen are trying to do. I don't want them profiting off off me for doing nothing but bumping the price.

If the drop rate of level 4 enchantments in the new skirmish is like it was during testing then upgrading artifacts will be easy from now on , during testing level 4 enchants dropped like candy in kessells retreat , literally dozens and dozens drop during a run xD

If you patrol Icewind Pass; running the easy heroics every time they are up, they usually reward a rank 4 or rank 5 enchantment - for the same time it takes to remove the hp of ~ 9 mobs.

    ^^^

This. If your lucky enough to get a non-laggy, or not-so-bad instance, spam the HE's. Start with the one on the Ice and move in the nice convenient circle of HE's provided for you. Did this on my TR for a couple hours and ended up with about 50 R4's and 15 or so R5's. Not to mention other drops and Raw BI.
