I believe that this change was made to scupper the oft-used mounting to cancel stealth trick, for TRs. However, it wasn't really the best way to approach it, and upset lots of people.

Prevent players from mounting/remounting and participating in cheese yet accepted tactics in PVP

Because they made us too tanky with the new gear.. So now they need to make rotations slower or no one would ever die..
