I am not sure how this went into the reasons what people should and should not discuss in voice chat. If people want to have fun and talk back and forth you still have the option to ask them to stop or mute them.
But regardless of all of that there is absolutely no rule saying you must speak English. Feel free to speak drow if you would like. If people are bothered by it they can request others to stop and/or mute the players.
BLUF: Joining a PUG is no different than being in NYC, LA, San Fran, or Miami. English is just one of many languages you will hear.
Yes many people learn English in school, but just as many don't. Also how much of your high school French are you going to remember when you are 35? So why expect people to remember high school English. Personally it does not bother me if people in a PUG speak in a language I do not understand. This is an international game, so you are going to meet people in PUGs that do not speak English. If you want an English only group, don't PUG. To the OP, speak in which ever language you feel is necessary, I promise not to be offended.

Imo, you can speak any language you would like, but if someone do not know it, it is not polite to do so in a group.
English considered the common language and as such when multiple people gather or can hear it is the polite thing to do is to speak the common one (English in this case).
But stating that you explain what to do and the other person dont know the English was the right thing to do, imo.
BTW, the games localization is very badly done and writes in the event trigger-er language and not the recipient, as such if someone links an item, calls for help, or wins something from a box, i see it not in English but in a language i dont know ! And vice versa for a person playing the localized version. very annoying in the trade channel !
Isn't that adorable and naive when you see someone saying that the game is English/American only? I am thinking about new consumer's generation for some reason now, no offense...
While I understand that some people get mad because they think that the foreigners insult or mock at them in their natives, I despise the people that start crying with CAPS at them with the arguments related to this topic. It's okay if it's an innocent and ignorant child playing the game though, but when you learn that one is not...well...ignorance is bliss?
P.S I know allmost all insults in russian, polish and spanish (even cunning ones :P) so it's usually not problem for me to define person's intentions hehehe ^^
As long as the talking is not in anger, hatred or frustration, which many of us can hear even when we do not speak a language, is it ok. It is then all greek for most of us anyway. Or as Italians would say questo per me è arabo/aramaico/ostrogoto ...

It's an international MMORPG.
Does the English speaker ask if all are fluent before chatting? o/c not.
Sure, some talk too much, whatever the language.
I was in a PvP the other day where a few were speaking loud, excited Italian the entire match.
I'm glad they were having fun, but it got too much for me so I muted them.
Problem solved without conflict and hard feelings.
Besides, it's just easier to let people do their thing if it isn't hurting anyone.
Getting offended by everything is just too exhausting.
