Unable to copy Characters to Test Server

When i go to the copy page (http://www.arcgames.com/en/my/character/copy/nw) I get the message

"You have no characers in Neverwinter! to create a character, go to the http://games.arcgames.com/en/prod/neverwinter"

I have a 60 of each class. And have old copies of the characters on the test shard. It's really frustrating that I cannot test with my current gear/boons.

This will be because Dragon shard is currently offline so characters stored on it cannot be located.
