First HR and wanted to set my build up before i hit 60 but the neverwinter calculator doesn't let HR skills go to 3/3 for some reason. After reading like 3 hybrid guides i was just gonna take bits and pieces from each one since there all so different but have a lot of similarities.

There isn't.
Your problem with NWCalc is most likely because it prevents you from assigning power points before you'd be able to assign them if you were actually levelling up, so you need to first assign enough points to unlock the tier that allows you to start placing the third point in powers. That might sound cumbersome, but it prevents users from designing a build on paper that isn't possible under the game's actual mechanics.
