For a HR it is a shame and also for a Cleric that they only have the 2.
The play dynamics would improve heaps.
An extra Encounter Button would not hurt either.
CW's are really overpowered in end Dug eons - I think this is because of the limiting aspect of the Command Bar and might address some problems with people feeling left out or overlooked if there was some more Dynamics for them to use.

Pwe's CEO has publicly announced Neverwinter is coming to consoles, so it could only work if the gamepad has enough buttons.

. . . I think 3 hotbar buttons is plenty. One of reasons I love Neverwinter's combat is because of the minimal amount of buttons I need to worry about, which add to the strategy and diversity in playstyle and combat choice.

I like the simplistic nature. Having played other games, I quickly grew tired of having a zillion bars and boxes to cycle through just to attack something. You spent more time looking at the bars and boxes than you did the action.
The TAB slot is an extra encounter, for all classes. It just seems more powerful on the CW because of the added effect to an encounter. Same with a GWF who pops unstoppable. On the other classes its more subtle, but just as effective.

Adding one more At-Will power slot would not cause imbalance because you can only use one At-Will power at a time anyway.
