I'd like you to help me building a permastealth WhisperKnife build for my TR.
Since I'm new, I'd ask a few questions:
1) Which skills don't interrupt stealth?
2) Which skills recharge the stealth indicator?
3) What kind of equipment I need to get permastealth? Do I necessarily need to boost my INT, too?
4) Is a WK's permastealth build viable in terms of damage (for both PVE and PVP)?
5) I'm new here, but I see there are many feats helping combat advantage damage. Should I consider the possibility
of maxing them all out (because stealth gives advantage, right?)?
6) How much combat advantage helps damage?
Sorry for the "maybeidiot" questions, but I need to ask in order to understand the way I could build my TR up.
Hi. I'm on the process of writing a stealth-based WK guide on my thread. It's not yet finished because I feel like I still have a few more stuff in need of testing before I can finalize it. So if you wish to read a more in-depth guide about a Stealth WK (for PVE, with some PVP viability), you can look forward to a guide coming within the weekend.
But just to answer your questions...
1 and 2. There are only 2 skills that do not fully interrupt stealth, Bait and Switch, and Shadow Strike. Both of them refill Stealth, BaS refilling Stealth only when used from Stealth and Shadow Strike refilling Stealth both outside and inside Stealth.
3. Battlefield Skulker Set. And yes, you may need 20 INT. If you need to reroll, do so. Defensive non-tank builds benefit a lot from INT. Even classes outside the TR class.
4. Yes, very much, yes. There are a variety of ways which a WK can generate damage, and the damage they do tends to be sustainable.
5 and 6. Depends on your build. But Combat Advantage bonuses are multiplicative right now, which means their effects aren't as big as people think they are.
And it's no problem if you ask these sort of questions. Rather it's better if you do. I'm proud to say that the TR community is one of the most helpful in the forums. If you got more, fire away. And if you wish to learn more about playing with Stealth, you can also refer to my guide but it doesn't have the Stealth WK build yet.

As far as number 1 and 2 are concerned, do CoS or DH break steakth? I think I saw a video of a TR with a permastealth build owning many players almost always using these only skills... Is it possible?
P.S. Next post will be my build with feats and so on. I'd like you to tell me where I'm wrong and why, if possible . I hate to respeccing in mmorpg so I want to make the right choice

At-wills don't break stealth. You stealth will naturally deplete as you use them, same as if you were walking around. The exception is Gloaming Cut feated with Sneaky Stabber, which tops up stealth with every hit. This doesn't stop the depletion entirely, but slows it down. Obviously not an option for a Whisperknife build though.
Can't answer the racials question because I always just choose what I feel like.
So dailies do drop stealth? I read somewhere in the forum that WK daily, Hateful Knives, doesn't drop stealth and replenishes a good deal of the stealth bar... Is it true?

The 3 points in scoundrel training (+9% at-will dmg) are possible only by using the human race... So the question is: Is it better to have Bloodhunt + 2 points in charisma or 9% more dmg on at-wills? I think in this build most of my DPS will be centered on the use of my at-wills... What do you think it's better?
I also read somewhere that'd be very useful to add feats from the feywild feats like Master Poisoner or Tenebrous strike in order to increase DS damage output. What about it?

I'm really looking forward to your WK permastealth build. Because I tried to make one, but I couldn't make it work. I had 1700 recovery and 20 INT and the required feats, but was still missing some seconds. I guess, I need more recovery, but I, with mostly rank 5 enchantments, have no problem reaching 2000+ in Crit and ArP, but additionally 2000+ in Recovery? So I really wanna know how you did it.

Hateful Knives only refills stealth with the feat Seething Knives. And yes, you stay in stealth while using Hateful Knives. Same with Lurker's Assault. I'm not sure about the other dailies.

If you wanna go permastealth, the more INT, the better. With a Tiefling, you should easily get 14 INT as base ability score. Other than that it seems okay.
Looks fine. Vengeance's Pursuit breaks stealth when you teleport to a target (the dagger throw doesn't break stealth), but the third powers choice is really up to you. Bait and Switch and Shadow Strike are the most important skills to slot.
I can't really say much to the feat setup, since I couldn't make a WK permastealth work until now, so I don't know which feats are mandatory to maintain permastealth.
But regarding powers:
I would max Tenacious Concealment (-90% stealth loss from damage). It's good if you're up against another rogue using Path of the Blade and / or a DoT enchantment like Plaguefire or - as I read even worse - Bilethorn.
Because Path of the Blade tracks you even in stealth, so you lose stealth meter. And if you're out of it, you have to get back in it to survive. But if the other rogue has a DoT enchantment and hits you, your stealth won't regenerate.
That's why you also should get at least one point in Path of the Blade - to give permastealth rogues a hard time yourself.
Otherwise it seems fine

Other than that, did you got twilight adept in your feats, possibly combined with the one that refills your stamina and the one that makes rolls cost 20% stamina less? That way you'd have 10% more stealth bar everytime you roll. If you didn't I think you should try that out.
