That's pretty much the case for this game too tbh, although not as bad as D3. Your opinion though
well, you can choose basic cookie-cutter-whatever-the-default-is-give-it-to-me character from the start or you can customize it by changing things like hair style, hair color, eye color, eye height/width, brow height, head size, neck length, shoulder width, chest depth, breast size, arm length, finger nail length, leg length, the bulkiness of the arms/legs, facial hair, scarring, eye damage... tattoos, make up, etc.
you have none of that in D3. so... i'm not sure how that equates to being the same, but okay.
