Calm and Assertive quest in Realm of Malabog - Portal Hounds don't always show up

I did the Calm and Assertive quest twice today on two different chars and both times, the first Hound Bait laid down did not summon the Portal Hound. If you wait long enough, the bait eventually expires and you are able to reset the bait and get the Hound to show up, but it's very annoying and forces you to sit around waiting for quite a while.

I have heard that changing instances can be used to jumpstart the hounds, as an interrim fix for trying to get through the quest.
