Midsummer Crafting Rare Items never change?

Is there a glitch with the rare Midsummer Crafting options? I have the same options all the time, temp water ballons, perm Sunite pants, perm Sunite headgear, temp Sunite pants and temp Sunite headgear.
The Sunite garb, either perm or temp, never shows up. IS this intended? Do only a select few people get to make the tops? (If so that's pretty cruddy) Or am I doing something wrong?

That's all the tasks there are. The permanent shirt is purchasable (whereas the hat and pants are not).

I don't know why they bothered to have a "rare" rotation other than that maybe all professions require it.

The rare tasks are rare to move them out of the list of common tasks that are used to rank up the profession. The entire list of tasks is always displayed...this year anyway.

You get "midsummer dyes" that are a crafting material for this profession. You don't get to make dyes though.

Hmm, I suppose that explains it. Can't say I like but I get it.
