    Just curious, but is it something to do with the poof skirt covering it? Is it always people with closer-fitting bottoms where the visuals show?

    Nope, I've seen other people with the same bottoms who have the effect active. It doesn't show on my courtesans or peasants bottoms either. I wish I had gotten a picture of one of them.
