I just tested this and it works for me...did you get everything else (max. AD, Ardent coin) and only the Celestial was missing? If not, then obviously you and the server disagree on when your new day starts. Try again in an hour.
If after more testing, it appears your character is bugged, then post this in the forum for Bug Reports.

. . . . . Please take this advice into consideration. If this does not help, as Karitr stated, please do make a Bug Report in game and then post a Bug Report thread in the Bug Reporting Forum with the details and your Ticket ID (Incident) number from your in-game bug report. In your in-game bug report, you'll want to include the times of the incidents and the character names affected. Thanks!
