I assumed GM help was only for game help, like, "how do I access professions" and whatnot. Nice to know now.
Not knowing that the feature is even there is probably a failing on my part but I think it confuses more than just me. There seem to be alot of MMO-centric ideas and lingo that make it difficult for someone new to the genre to get into.

Just checked this out: not acceptable as a reporting system.
It is also not in that place..
It is:
Escape > Help > Request GM Help > Behavior
So the only way to report behavior (which the example text doesn't even include cheating) is buried in a menu; you have to actually remember or track down the player name! (since you cant just right click them to report)
This ensures that almost no one will actually file a report!

Yeah it is indeed rough but it is there. I hope they streamline it sooner rather than later but it is there and those reports are investigated.

Double-edged sword. If it's easier to legitimately report someone without going through that rigamarole, unscrupulous players are also likely to use it for griefing. I would hope any such reports are reviewed with the care and fairness they deserve.

Now, this should *not* by itself take any action against the person, but it should auto-fill and submit a ticket. There should also be a confirmation, such as "Are you sure you want to report [character@handle] as a PvP AFK-er/Bot? {Y/N}"

And people who post erroneous tickets repeatedly should get the same treatment as a bot-er.
