Crafting: "Rank 3" = "Tier 3"?

So, I leveled my Tailor to 14 last night and set out to convert my 4 Outfitters to an Assistant Tailor, an 18 hour task. My goal was to unlock the crafting table that reads as the requirement: "Complete a task and earn the Rank 3 result."
OK. No problem. This would open up my 5th table, just in time for double diamond week, where my finances are sorely lacking.
18 hours later. Task complete. "You have earned an Asst. Tailor" the notification tells me. But wait, the crafting table is still locked?!? What gives??
So, I head here to the "trusty" community and see what I can find. First, there is no specific location for Crafting on the forums, or at least none that I could find. So I posted to the Bug Reports.
A fellow community member tells me that it means you have to get the highest possible gear when crafting the rare tasks, a "Tier 3".

Is this correct? Does the requirement that says "Rank" really mean "Tier"?

    Yes, it refers to the gear crafted, not the dudes fused.

    Not exactly. Not Tier 3 the way we talk about loot from Dungeons. There are 3 "ranks" you can get. For example, I can get embroidered pants, Trickster's embroidered pants, and gemmed embroidered pants with the last one being a slotted item. All 3 are blue.
