    PvE it doesn't matter. You can do PvE in any set as long as you have enough +recovery and not much else matters.

    PVP Shadow Weaver is still better just for the stats it has.

    Couldn't disagree more regarding both statements.

    You will be able to CC the same with 3k recovery as you will with 6k recovery, any excess recovery that you stack will simply be giving you a placebo effect, and it is thus better to stack more damage in PvE. Prior to the patch, Shadow Weaver as the best, but now with the way the High Vizier 4-pc functions, it gives you a large enough debuff (not just on a single target, but with an area of effect via several different spells) that it offsets the crit you lose from Shadow Weaver.

    High Vizier is also much better for PvP, I can regularly one shot people from 100 to dead with entangling into conduit, into enfeeble, into Ice Knife, and with all the debuffs you are throwing out you feel like you're doing a lot more damage and are much more of a threat. You often have small windows (i.e. when a rogue's impossible is down, when the GWF immunity is down, when block falls for a GF, etc) and you need to be able to do huge chunks of damage in those windows, which is what High Vizier lets you do.

    Personally, I have both sets, and in PvE, if you are the solo CW High Vizier and Thaum is the way to go, but if you add a second CW, sunce some of the buffs don't stack, you would want that CW to do Renegade with Shadow Weaver.

    Even that is not a given because 4pc SW glitches require re-equipping pieces for the buff in middle of fight. I would not be surprised that most Renegades either have or are aiming for HV just for the convenience of the 4pc uptime, at least in PvE anyway.

    I have both as well and I don't see a point to High Vizier really. Nobody kills me 1v1 in PVP without the use of a daily with Shadow Weaver set (and Renegade spec).
