1. I looked over and over during the BETAs for every piece of tier gear I could buy with Astral gems. I was able to find the intro tier gear (i.e blue level items (WoW standard) / Green level items (Guild Wars 2 standard). However, search all you want, but I couldn't find max cap gear available for astral gems. It was most noticeable with PvP gear however, as I was not able to do a complete survey of PvP (was PvE focused for most of the BETAs).
2. When I say "raid content" i mean all the 5 man dungeons. If that was confusing, I apologize. I wrote it that way due to the "progression guilds" being "raid content guilds" from other games (SWTOR/WoW/Rift/GW2/EQ2). You can find all of them posting in the Guild Recruitment thread. It should include their website (for sign up), which server they'll be on, and requirements (Vent, Team Speak, Mumble, content clearing times).

the paying to respec(tho i heard u can grind currency in game to respec) should be allowed to be done once per week, any more then u have to pay zen or whatever.. and only 2 char slots is also a bit harsh..3 should be fine.
Other stuff/punishemnt for not paying for 200 euro pack i dont know tho

I understand they have to make money, but respec is one of core things in RPG so idea of making money on that seems horrible to me. This is supposed to be qualite game and no qualite game even FTP charge real money to respec or require weeks of farming. Lots of people like testing different builds and playstyles, so changing 3 or 4 builds per week just to test is normal. But respec system in this game does not allow it. For people who cant spend money or casual players it hardly allows one respec.
This game is not P2W but is near edge of being it, becouse of things like this.
