No doubt the coding would be an issue, I wonder if all the skill calculation issues could just be corrected with an automatic respect when race changing? In any case the price will have to reflect difficulty, no pain no gain.
I respectfully disagree with the notion that it would mean less money over all for NW. most players keep a "Main" character and a set of alts. Players invest most of there time and money into the main and the alts are for banking gear or just playing something different. This is more about maximizing attachment to the main/most heavily invested character.
What's important is we know for a fact this model works, as it's been implemented in almost every mmo, costing sometimes as much as $25 in wow when first offered (with a faction change), $15 in EQ2 and as little as $8 in Defiance where it's just cosmetic. That's a lot of cash to be skipping out on, if it wasn't a good model, no one would be doing it. The fun fact here is happy players stay.
