i keep seeing people say why didnt the 200$ come with the ac protection? what is that? did the 60$ come with it? i didnt see anything about it or even know what it is

Account Guard? This is built into the Cryptic Engine and is standard on all Cryptic MMOs. It will be included in Neverwinter, no purchase necessary!
Edit: Oh, do you mean the Amulet of Protection? If so, different packages yield different bonuses!

yeah i read that, but what is an implement, what enchantment is it and how many times can we re-use it, and what does
mastercrafted mean in terms of stats rarity.

In 4E D&D an impement is a device used by a spellcaster to focus their magical powers. Wands, Staves, Rods, Orbs. It's basically the spellcaster equivalent of getting a sword or other weapon.
Which enchantment? We will probably have to wait and see.
In CO, mods to equipment can be "unslotted" any number of times, but it comes with a resource cost. Probably something similar for NW enchantments.
In 3E, mastercraft items used to refer to a high quality item that wasn't actually magical, but I don't see it in my 4E Player's Handbook. And since it has an "enchantment" that's probably not the case. It's probably on the low end though. Mastercraft might just mean its an item with one or more enchantment slots, since to make a magic item in 3E you had to use a mastercrafted item.

The Amulet of protection is a neck item that simply grants +1 to AC.
