Yes, you can get a beta key by purchasing a digital copy of the February 2013 edition of PC Gamer. I used Google Play. The other options are Zinio and Apple Newsstand.
This information is available on the Neverwinter website and in several threads in this forum.

Seems you got your answer already, yes the PC Gamer Mount Promotion will also give you access to the Closed Beta Test.
Just be sure to understand that it does not guarantee day one access. That's all we know until Cryptic released the Beta Schedule.
And just since a few people have said it in other threads the Closed Beta has NOT started yet. There will be more (free) methods to access Closed Beta later on so I truly only suggest you purchase the PC Gamer Magazine if you want the mount. Treat the CBT Key as a bonus to the mount rather than the other way around.

I just ran out and bought the last 2 physical copies from my local Barnes and Noble. And they showed the 9 minute preview of Star Trek: Into Darkness in front of the IMAX version of The Hobbit. Yes it was awesome! The movie will rock!

Sadly my lack of interest of Star Trek had me bleghing during that long trailer.
I'm sure it's epic to people who like Star Trek, even my brother who isn't a big Star Trek fan said he was looking forward to it. Me, on the other hand, kept asking myself "Am I in the right theatre?! Is this thing almost over yet!?"
But in other news, yes no matter which vendor you purchase PC Gamer through you will get a Mount and Closed Beta Access.
Just remember these sorts of codes generally only ever guarantee you an entrance to the very last stage of the beta which is a weekend or maybe two these days. So, it's up to you if you think paying to play what may only amount to a weekend is worth it.

It's not guaranteed to be that either bighalsy. Just know it's not guaranteed IMMEDIATE access everybody.
And if the one key per account weren't an issue, the code RANDOMLY assigns you one of two mounts, with no "exclusion" filters. So two black/white mounts would be possible, account key governor or not.

Check out the FAQ and the Beta Anxiety Thread. These threads answer your inquiries. In short though, Beta has not yet started, so there is nothing for future Beta Testers to download and play, at this time.
How to obtain the Beta Horse has not yet been revealed. I am sure such will be made note of when Beta actually starts however.

I wish I knew what mount I was getting, perhaps it has to do with what cover you have. I have the female cleric on my cover so mabey the white horse (that's the one I want lol). As for beta I'm looking forward to it but more-so launch.
