Dreadtheft encounter power triggers "tricky reversal" as if it was an at-will

Hellbringer Warlock dps
Tricky Reversal modifier selected. "at-will powers damage the player"
result: Dreadtheft encounter power triggers tricky reversal damage despite being an encounter power

expected result: dreadtheft should not trigger this as it's not an at-will power

Tested on several packs of mobs and dragon itself
