Fortified Nature Does Not Increase Defense

1) Log in to a level 20 Justicar Paladin
2) If needed, adjust items so that Defense is below 90%
3) Slot Fortified Nature as the Combat Enchantment
4) Head to any zone with monsters
5) Walk into a group of monsters and let them attack you
6) Open character window and look at Defense, Awareness, and Deflect
Observed Result:
Awareness and Deflect increase with each Fortified Nature charge
Expected Result:
Defense, Awareness, and Deflect should increase with each Fortified Nature charge
