Permanently locked out of River District dig sites

I took my main to the River District in well over a year, and I still have this bug. I can't enter five of the dig sites. When I buy a site pass, it gives me the red popup that you get if you try to enter the same dig site more than once within an hour. Again, I haven't been there in WELL OVER A YEAR. I've been afflicted by this bug since Mod 11 launched. Please fix this!

    It's 759228. I got an email today from a dev on the issue, and I responded with the screenshot they requested as well as some more info.
