Are Jubilee quests supposed to loop forever?

It seems the Jubilee quests are loop forever non-stop.

Is that WAI?

So far, I wrote the same note for Eliminster 3 times and delivered Alla's 4 bird message 3 times. This guy really needs to see the Sage for heal his memory issue.

    It is not unreasonable that they are. You will probably get more Protectors Bounties per hour by escorting the merchant.
