Loadout/Insignia bug

I have 1 loadout with full insignia set, and 1 loadout that has no insignia equipped, I use it to move complete insignia sets between alts.
M22 introduced a bug with the insignia swapping loadouts :

step 1 : grab insignia from shared bank and into alt bag
step 2 : swap from loadout WITHOUT insignia to loadout WITH insignia
step 3 : observe changes to stats, NOT item level

entering combat/swapping instance does not help
going to char select and back helps
