Can we get the missing Proc. text option looked into?

It's been brought up multiple times since Mod 21 released, of which the initial Patch Notes stated that Flying Proc text for Powers/Feats would be disabled by default and the option to turn them back On would be in the Options menu.
Taken directly from the Mod 21 Launch Patch Notes. The Option was never added and is still missing.
This makes playing most classes a lot of guesswork and in some cases renders entire Powers/Feats pointless to use. Can we get it looked into?
It also largely ties into fixing Bard as even if all the other issues were dealt with, the class has a large number of Proc effects that are impossible to check manually.
