Focused Retaliation not working at rank 2

Hi there,

I did some testing of master boons today on a paladin tank. I noticed that with focused retaliation at rank 2 none of the effects seem to be working. The buff triggers and shows up as active, but the stat increases do not show up on the stats page.

I increased the boon to rank 3 and tested again, and at rank 3 it seems to work fine. You can see the stat increases on the stats page when the buff is active, as expected.

Please fix so the boon works properly at rank 2 as well. I didn't check function at rank 1, that should probably be checked.
