Support eventually forced the quest to the next stage but it introduced a new problem that still blocked progression.
I couldn't do the next stage because I didn't get the beginner tool and material that presumably came with finishing the step before.
I knew enough to grab stuff from alts, but I think a beginning player would be totally befuddled.
Question for devs:
If this questline breaks at any stage when accepting 4 artisans, why are there warnings to accept for only 3? Not having a warning on the 4th invalidates all the previous warnings. I was interrupted between the 3rd and 4th and when I turned back to the screen, reviewed the artisan, didn't like it and dismissed it. If there'd been a warning for the final one, that wouldn't have happened. If we need to accept 4 out of 4, why are we even allowed to dismiss them in the first place?
The intro says to accept 4 artisans but doesn't clarify you'll only get 4, rather than be presented with them until you accept 4.
Its easy like this: If they give the possibillity to "dont accept artisans" they must give the possibillity of "appliciants" behind that.... but they forget to programme this "order" inside that Quest... thats the whole Problem.
How long must we wait for that?
This programme-order is part of normal workshop, somone should start to make its job, to fill it, in that Tutorial-quest...

I voted this post 'insightful' because I didn't know support was capable of manipulating a quest from their end. So what else can they do which they don't when people are usually stuck and need help and then sent here to moan about it with no resolution and are told to expect resolutions in coming patches and just wait?
Apparently pointing-out the bleeding obvious is a 'personal attack'.
Wanted to update my post. I found a beginners profession box in my inventory today. It contained the tools and mats necessary for the quest. I don't remember getting an indication this box went into my inventory. When I realized I needed a tool, I checked my profession inventory (tool section) for it, not my regular inventory.

While we have a fix to prevent this issue from happening in the future, we are still investigating a resolution for currently impacted players.
Give everyone an applicant from the store. I had one in my bank and transferred it over to the character that had the problem and used it. Resolved my issue.
The other option is to not offer initial workers that people won't want. Personally, any applicant that wants more money for the job won't get hired by me.
I'm not looking for forgiveness, and I'm way past asking permission. Earth just lost her best defender, so we're here to fight. And if you want to stand in our way, we'll fight you too.

When you face the workbench with your retainer to your left, there's a box over by the wall on the right that holds all the worn tools you could ever want.

The box came in in the very beginning of your interaction with the workshop quests, probably, just after you selected your retainer. And if you followed the tutorial, it told you to open that box in your inventory. And yes, if you don't follow what the tutorial told you to do exactly, you have a chance to mess it up.
*** The game can read your mind. If you want it, you won't get it. If you don't expect to get it, you will. ***
I am having the same problem. I forgot that this was a tutorial so declined one of the artisans. Now I do not get any more applicants and therefore cannot progress.

Yes, ran right over to it and selected one, but still didn't have the mats that were also required.

I guess it's a bit confusing when some parts of the opening are unskippable to make sure you do them and some aren't. But then the ones you're allowed to skip (or forget about) break progression all the same. So why make only some unskippable? There's no consistency to fall back on. I followed the tutorial on the first character and had no problems, but opening on the 2nd one didn't go so well. Vagaries.

1 Whole Part (Module) of this Game is completly blocked. No Workshop, no Professions, no Masterwork, no Event-Produktions...
So, how long will it take to fix this Bug, or find a solution for the Players are treated by this broken Part of this Game?
