eternal equipment chest Not giving Uncommon equpment instead of the Rare the tooltip says it was

Decided to grab a eternal equipment chest for the 500 Adventurer Seals at level 20 on my Paladin and it says on it that it should be a Rare/Blue item but it was an Uncommon/green item instead. It was at least a Paladin usable item but just not up to the rarity level that the tooltip says it is supposed to be.
