Zen Market Item Butterfly Bilethorn Bugged To Point Of Being Unusable In Mod 21

A while back, I bought a zen market product that contained rank 9 butterfly bilethorn,  which I upgraded to rank 14. This item for months now has had a major bug where it increases enemy movement speed by massive amounts instead of slowing them.

In mod 20, this enchantment increased any enemy you hit's movement speed by 100%, especially at max stacks, which you pretty much  always have when attacking.

In mod 21, this bug appears to have gotten even worse, it now increases enemy movement speed to 300% or even 400% and may be able to go even higher than that.

I was able to use butterfly  bilethorn before mod 21,  but the movement bug is now  too extreme for me to risk using it anymore. I can handle  100% enemy speed increase but 300% and 400% is simply too much.

Note that this was tested on enemy players today on a PVP map. Though I know from doing PVE with this enchantment in mod 20 that it also  affects PVE enemies, most noticeably bosses.

I have reported this bug before and it never got fixed. Now I really need this bug fixed, I currently have to own an origional bilethorn enchantment because my butterfly bilethorn is completely unusable in mod 21. But I really need AD and need to be able to get rid of this original bilethorn I'm forced to use instead of my butterfly bilethorn.

Please fix butterfly bilethorn, I'm sure loads of people who bought this item would appreciate actually being able to use it without taking a crippling penalty for it. Butterfly bilethorn is supposed to work exactly the same as original bilethorn but it definitely doesn't.

We spent real money on this thing and it's been broke for a long time. I even got the Dev in the Stream to acknowledge it.

How recently was the stream? Devs probably forgot to fix it again.

I still need my butterfly bilethorn fixed, nothing about it has been mentioned in last few week's patches. I tested it again yesterday and nothing has changed, its still granting enemies massive amounts of movement speed.
