Ability goes on cooldown without any action if player cast it near the combat end.
Damage from this power can't be affected from many damage buffs (I checked Executioner's Blade, Batiri's Wisdom and Soul Sight Crystal), but bard's Class Feature Soloist increases damage by 10%, althrow Class Features should affect only At-Wills, Encounters and Dailies.
Accuracy:
Accuracy doesn's affect damage from this combat power, so enemies always decrease damage by 47% when they deflect.
Critical hits:
Critical damage by this power decreases by owner critical avoidance instead of enemy critical avoidance, so crits by this power deal significantly less damage than intended.
Magnitude:
Power description says it deals 3000 magnitude damage (with max mount bolster), but actually it deals only 1800 magnitude damage. I check it with different mount bolster, so it always deals 40% less damage than in the description. But should AoE power deal 3000 magnitude damage?
