The new “overlevel” system

I have been checking out ways to gain %s towards the new and improved Progression rewards.

My findings so far :

Completing a dungeon rewards a total of 0% for tank, 3-4% for DPS in party.

Completing a weekly quest in Avernus (may be from critters killed) rewards 1%

Completing Stronghold quests reward 0%.

Clearing the Batiri camp in Sohenshar River rewards ~10%.

Killing critters in Neverdeath graveyard rewards the same as killing critters in Sharandar.

Is this working as intended?

Follow-up :

After recieving my first progression reward after latest patch, I am no longer able to earn progression %.

edit: this seems to be tied to a daily cooldown on progression rewards.
