Executioner's Haste does not apply accuracy buff

The equip bonus "Executioner's Haste" does not apply a 5% accuracy buff to the player, even though it should. It does correctly apply the 5% movement speed buff though, and the buff does appear on the buff bar. However, the accuracy on the stats page does not seem to change at all. I am not sure if this is purely visual or if it doesn't the accuracy part at all.

This equip bonus can be found on "Hat of the Cowardly" from UM Master Expeditions.
