I dont remember this item looking so.. [well you can judge by yourself but this is not for the faint of heart]

    I think it's because you have the paint/tattoo top. Try using a different top and see if it looks the same.

    I tested it with the matching top and still looks like that.

    looks like it's missing the metal side circles on yours - I just checked mine and it's showing up appropriately. Is it happening with other races for you? What happens if you test it on a different loadout?
