Celestial Lion's Presence

Noticed that the Celestial Lion Presence utility bonus does 0 damage as even the target dummies dodge it. Is this a bug or as intended?

This was reported weeks ago on pc. They said they were looking into it, but haven't seen anything about it since. Hope it is fixed soon because i would like to try the bonus on my wizard.
