Celestial Lion's Presence - zero damage

Celestial Lions Presence, Utility slot from the Stalwart Golden Lion:

Tooltip:
Equip: 50% chance, on companion power use, to apply a stack of Celestial Lion's Presence to you. This effect may only occur one every 15 seconds.
Celestial Lion's Presence grants 5% additional damage as radiant damage for 10 seconds.

I have tried this with three different summoned companions. The Stalwart Golden Lion itself, Xuna, and the Black Death Scorpion (100% uptime of combat advantage)

The damage from Celestial Lion's Presence is either dodged or does zero damage.

I edited the combat log so that only the Celestial Lion's Presence information shows. But this is what it looks like. I only noticed it because I was seeing damage floaters with "0" on my screen.

Fixes that go into PC for issues impacting all platforms will make it to console, though usually at later date due to the build certification process.
