Forger's Box Recharge Speed Doesn't Work

Having this buff from the item doesn't change your recharge speed stat. in first picture i show you that recharge speed is solely coming from ability scores. in second picture im showing you that i actually have the forger's box buff. in third picture i reuse the box to change my buff from it to something else and my recharge speed doesnt change.

Same goes for darkened journal.

Suppose to give 10 percent recharge speed on active.

Perhaps the recharge speed bonus from external sources is bugged then? Hmm...

The bonus from the dragon heart artifacts shows on recharge speed and does reduce CDs. Does this bonus from those sources not work at all or is it just not updating your character sheet?

good question. i will check the actual cooldowns of encounters whenever possible.

the cd doesnt change. same cd with and without recharge bonus. so its bugged
