They did one attempt to improve the damage, but the damage is still far less than the damage of other mounts with the same magnitude.
Generally I expect that - when I buy a mount for ZEN with 667 magnitude damage in its advertised description, - the damage actually done is equal to the damage done by any other mount, that also has 667 magnitude damage in its advertised description
However, the black ice war horse has still far less damage than the "newer" mounts with the same (advertised) magnitude. So yes, they should look into it and adjust the damage accordingly.
A possible problem is, that the black ice war-horse is summoned by the mount power, meaning it attacks later on like a companion "all by its own". This means the attack is counted as an attack from the companion (summoned mount), and not as an attack directly from the player.
The mount powers of "newer" mounts don't summon anything, rather they give the player a special direct attack power. In this case the player stats, that increase the attack, (power, armor pen, etc.) all apply, meaning the attack is generally far more powerful.
The best way to deal with it, is to change the "summon companion" power into "direct attack" power. This would require a tuned down animation. I would be glad to see only the lightning (without the horse running in beforehand), in order to have a decent attack power that is comparable to the attacks of other mounts.
